(a) the efforts being made by the Government to stop stubble burning in Northern States of Punjab, Haryana and in Delhi;
(b) the efforts made by the Government to initiate research to manage the stubble without burning it; and
(c) whether the Government proposes to give bonus to the farmers for managing stubble and if so, the details thereof?

(a): To address air pollution and to subsidize machinery required for in-situ management of crop residue, a Central Sector Scheme on ‘Promotion of Agricultural Mechanization for In-Situ Management of Crop Residue in the States of Punjab, Haryana, Uttar Pradesh and NCT of Delhi’ for the period from 2018-19 to 2019-20 is being implemented with the total outgo from the Central funds of Rs. 1151.80 crores.
During 2018-19, the funds amounting to Rs. 269.38 crores, Rs.137.84 crores, Rs. 148.60 and crores and Rs. 28.51 Crores have been released to the Government of Punjab, Haryana, Uttar Pradesh and ICAR & Other Central Agencies respectively, for distribution of in-situ crop residue management machinery to the farmers on subsidy, establishment of Custom Hiring Centres (CHCs) of in-situ crop residue management machinery and undertaking Information, Education and Communication (IEC) activities for creating awareness among farmers.
During 2019-20, the funds amounting to Rs. 273.80 crores, Rs.192.06 crores, Rs. 105.28 and crores, Rs.4.52 crores and Rs 18.48 crores have also been released to the Government of Punjab, Haryana, Uttar Pradesh, NCT of Delhi and ICAR respectively.
(b): Research and Development is an ongoing activity and have been carried out by the Indian Council of Agricultural Research (ICAR) for in-situ and ex-situ straw management. Various machines/implements such as Super Straw Management System for Combine Harvester, Happy Seeder, Mulcher, Paddy Straw Chopper cum spreader, Rotary Slasher, Hydraulically operated Reversible Mould Board Plough, etc. have been developed and demonstrated for in-situ crop residue management by the Central Institute of Agricultural Engineering and Punjab Agricultural University Centre of All India Coordinated Research Project on Farm Implement and Machinery. Straw baler, rakes, straw reapers have been developed for removal of straw from the fields for further uses.

(c): As per the directions of Supreme Court vide order dated 06.11.2019, the Government of Punjab has brought out a scheme for providing compensation @ Rs. 100/- per quintal to those small and marginal farmers who are cultivating non-basmati paddy and are managing the paddy residue by in-situ method without burning. The Government of Haryana also brought out the scheme to provide Rs. 1000/- per acre operational charges for crop residue management for in-situ and Ex-situ purposes. The Government of Haryana will also give Rs. 100 per quintal incentive to those farmers who have sold their paddy after 06.11.2019 or will be selling his paddy till 15.11.2019 and have not burnt the crop residue.
