Question : Beneficiaries of Metro Rail Projects

(a) the estimated number of persons benefited by metro rail projects launched to streamline the transport system in the cities;

(b) whether metro rails have increased their earning and if so, the details thereof during the last four years; and if not, the details of losses suffered, city/metro-wise;

(c) whether the Government has any proposal to allow metro operation on contract basis in future and if so, the details thereof; and

(d) the share of the Government in metro projects of various cities?

(a) The average number of passengers per day during pre COVID period, in six fully operational metro rail projects which are being implemented by 50:50 joint ventures special purpose vehicles of Central Government and respective State Governments are as under:

(d) Metro rail projects in Delhi including extensions of Delhi Metro in National Capital Region (NCR), Noida, Lucknow, Kochi, Bangalore, Chennai (Phase-I), Ahmedabad & Gandhinagar, Nagpur, Pune (Line-I & II), Mumbai Line-III, Kanpur, Agra, Bhopal, Indore, Surat and Patna, implemented by joint venture special purpose vehicles of Central Government and respective State Government have 50:50 equity participation of both the governments. Kolkata metro rail project is fully financed by Central. The other metro rail projects being implemented by Mumbai Metropolitan Region Development Authority (MMRDA) and City and Industrial Development Corporation (CIDCO) in Maharashtra, Jaipur metro and Chennai metro (Phase-II) are funded by respective State Government. Mumbai Line-I, Hyderabad and Pune Line-III metro rail projects are under Public Private Partnership (PPP) model with Viability Gap Funding (VGF) contribution from Central Government.
