(a) whether the Government are aware of the mass exodus of
skilled and semi-skilled workers from Gujarat and Orissa;
(b) whether the government have a proposal to formulate a
rehabilitation and incentive plan for the migrant labour force in
the country; and
(c) if so, the details thereof alongwith the steps taken in
this regard?

(a): The State Governments of Orissa and Gujarat have reported
that there is no mass exodus of skilled and semi-skilled workers
from their States.
(b) & (c): No, Sir. However, to safeguard the interests of
the inter-state migrant workers, the Government has enacted the
Inter-State Migrant Workmen (RECS) Act, 1979 which aims at
protecting the interests of such migrant workers.
