Question : FUNDS ALLOTTED TO ORISSA



(a) the funds allocated to Orissa Government during the current Ninth Five Year Plan;

(b) whether proposal to sanction a special economic package for Orissa is under the consideration of the Government; and

(c) if so, the steps taken to implement the package?

(a) to (c): The approved Ninth Five Year Plan outlay at 1996-97 prices for the State of Orissa is Rs.15000 crores out of which the allocation of Central assistance is Rs.8022.31 crores.

The Central Government has been taking various measures from time to time to supplement the efforts of the Government of Orissa (a) in the direction of fiscal reforms undertaken by them, (b) when they are faced with imbalances on their cash account and (c) in relief and rehabilitation works in the wake of calamity.

Sufficient finances have been ensured through a combination of feasible releases, rephasement of repayment of loan and payment of interest and through an increase in their Ways and Means Limit with RBI, for a limited period. Additionally an amount of Rs.300 crores was also made available to the State Government during 1999-2000 as medium term assistance under the Fiscal Reform Facility for enabling them to achieve fiscal stability through the process of fiscal reforms initiated by them.
