Question : ALLOCATION OF FUNDS UNDER SCP AND TSP

(a) whether the Government have allocated any funds for implementing various schemes and programmes under Special Component Plan (SCP) and TSP for achieving overall development of Scheduled Castes and Scheduled Tribes majority of whom live below poverty line;

(b) if so, the details of Schemes/programmes formulated / being formulated by his Ministry to train educated unemployed youth from SC/ST community in the field of aviation sector and for providing employment opportunities specifying nature, scope and target groups;

(c) the funds allocated and utilised during VIth, VIIth, VIIIth and Ninth Plans for such purpose; and

(d) the benefits and targets achieved in this regard so far?

(a):- No, Sir. Programmes are mainly carried out in the Ministry of Civil Aviation through various Public Sector Enterprises which are autonomous and are not given any budgetary support by the Government. While, every effort is being made to ensure that all programmes meant for weaker sections, including Scheduled Castes and Scheduled Tribes, are implemented with full zeal, Ministry of Civil Aviation does not have any Special Component Plan (SCP) and Tribal Sub-Plan(TSP) directly under it.
