(a) the progress and the present status of the Vallarpadam International Container Transhipment project and the tentative time of completion of the said terminal and the estimated capacity thereof;

(b) whether there are reports of efforts being made from some corners to thwart the ongoing project;

(c) if so, the details thereof and the Government’s response to it;

(d) whether there is also a proposal to upgrade the Tuticorin and Colachal ports on the lines of Cochin port; and

(e) if so, the details thereof?

(a): International Container Transshipment Terminal (ICTT) at Vallarpadam envisages development of facilities for handling mother container ships of 8000+TEU capacities. The facilities include 1800 metres berth and supporting handling equipments for annual throughput of 3 million Twenty Feet Equivalent Units (TEUs) along with supporting infrastructure. In terms of the Licence Agreement between Cochin Port Trust and M/s India Gateway Terminal Private Ltd (IGTPL), the terminal is to be developed in phases. Phase-I of ICTT comprises of construction of 600 metres berth and development of stacking area and other allied facilities including supporting infrastructure of 17.2 KM four lane National Highway (NH) connectivity from Kalamassery to Vallarpadam, rail connectivity of 8.86 KM from Edapally to Vallarpadam and Capital Dredging for Deepening and Widening of the Approach Channel and Berth Basin of ICTT to provide draught of 14.5 metres. The first phase of ICTT project along with the two lane NH connectivity, rail connectivity and Capital Dredging, with a handling capacity of 1 million TEUs has been commissioned on 11th February, 2011. Phase II of the project for extension of berth by 1200 meters and providing related facilities, with a handling capacity of additional 2 million TEUs, is expected to be completed by 2017.

(d) & (e):V.O. Chidambaranar Port Trust (erstwhile Tuticorin Port Trust) is considering a project for Development of Outer Harbour to be implemented during the 12th/13th Plan. The proposed project envisages development of four container berths with continuous quay length of 1500 metres and draught of 14.1 metres in the berth. Development of Colachal Port, which is non-major port, is vested with the State Government of Tamil Nadu.
