(a): The Ministry of Panchayati Raj (MoPR) implemented the schemes of Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) during 2012-13 to 2015-16, Capacity Building-Panchayat Sashaktikaran Abhiyan (CB-PSA) during 2016-17 and 2017-18 and is now implementing the Rashtriya Gram Swaraj Abhiyan (RGSA) since 2018-19 in the country including in the State of Uttar Pradesh to strengthen the Panchayati Raj Institutions (PRIs) with major objectives of capacity building of the elected representatives and other functionaries in the PRIs. No prior allocation of funds is made under the scheme and funds are released to the States directly and not to any Districts, based on the annual action plan of the State. A total of Rs. 383.54 crore has been released to the State of Uttar Pradesh as grants-in-aid under the above schemes since 2016-17.
Under the scheme of Incentivization of Panchayats, the MoPR releases grants-in-aid to the best performing Panchayats at all three tiers on the basis of their participation in different categories of award competition held annually. Since 2016-17, the State of Uttar Pradesh won 213 awards for which Rs.22.40 crore has been released.
Further, Rs. 47,715.99 crore was allocated out of the fourteenth finance commission award and fifteenth finance commission award for the Gram Panchayats in the State of Uttar Pradesh during 2016-17 to 2020-21.
(b) & (c): Out of 58,750 Gram Panchayats in the State of Uttar Pradesh, 58,194 Gram Panchayats have been computerized.
