(a) the quantum of coal reserves in captive coal mines
allotted to various industries, area-wise;
(b) whether the Government have ascertained the cost of
production in these mines;
(c) if so, the average cost of production per tonne in
these mines, mine-wise; and
(d) the extent to which this cost is lesser in comparison
with the average cost of production in the public sector coal
mines?

(a): 27 coal mining blocks stand allotted as on 10.7.2001 to
various public/private companies for captive generation of
power, for manufacture of iron and steel and production of
cement. Details in regard to coal reserves, areas in respect
of these blocks are given in the Annexure.
(b) to (d): Production has started only in 3 coal mining
blocks namely, Tara (East), Tara (West) and Gare-Palma IV/1,
by opencast method, out of the 27 blocks which stand allotted
to various parties. Tara (East) and Tara (West) blocks are
being implemented by a Joint Venture company namely, Bengal
Emta Coal Mines Ltd. The cost of opencast production per
tonne in Tara block implemented by Bengal Emta Coal Mines Ltd.
for 1999-2000 and 2000-2001 were Rs. 481.76 and 494.83
respectively and in Gare-Palma IV/1 implemented by Jindal
Strips Ltd., during 2000-01, was Rs.367/-. The average cost
of opencast production per tonne in Singareni Collieries
Company Ltd., during 1999-2000 and 2000-2001 was Rs.488.16
and Rs.475.51 respectively. While the audited cost of
production of Coal India Ltd., for the year 2000-01 has not
yet become available, the average cost of opencast production
per tonne in Coal India Limited during the year 1999-2000 was
Rs.356.80.
