(a) & (b) During 2016-17, ninety nine Major/Medium irrigation projects (and seven phases), prioritized in consultation with the State Governments, were taken up by this Ministry under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) - Accelerated Irrigation Benefit Programme (AIBP) for financial assistance. Command area development and water management (CADWM) works for the above projects were also included for financial assistanc. Funding mechanism through NABARD has been provisioned under the Scheme, for central assistance as well as for state share with interest subvention beyond 6% to be borne by Government of India.
Out of the above ninety nine projects, seven projects involve extension, renovation and modernization (ERM) works. State-wise details of these ERM projects included under PMKSY-AIBP, are as below:

Further, financial assistance is also being provided by this Ministry for a project namely “Relining of Sirhind Feeder and Rajasthan Feeder”, to address the problems of seepage and water-logging in the most vulnerable reaches. The estimated cost of the proposed works is Rs.1,976.74 crore (Price Level 2015), out of which central assistance to be provided by this Ministry is Rs.826.17 crore, in addition to Rs.156 crore released prior to 2018. The project is proposed to be completed by June, 2022.
In addition, requests have also been received from various States, including Rajasthan, for inclusion of additional ERM projects for financial assistance under PMKSY-AIBP scheme. However, the scheme was valid till March, 2021 and its extension for the period 2021-26 has been proposed. In the proposed extension, provision has also been kept to include irrigation/ ERM projects other than the above referred 99 projects. Inclusion of new irrigation and ERM projects under PMKSY-AIBP shall be considered as per the norms of the scheme, on approval of its extension for the period 2021-26.
(c) Presently there is no such proposal under consideration of this Ministry.
(d) Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), initiated in 2015, is an umbrella scheme, consisting of two major components being implemented by this Ministry, namely, Accelerated Irrigation Benefits Programme (AIBP), and Har Khet Ko Pani (HKKP). HKKP, in turn, consists of four sub-components, namely, Command Area Development (CAD), Surface Minor Irrigation (SMI), Repair, Renovation and Restoration (RRR) of Water Bodies, and Ground Water (GW) Development component.

In addition, PMKSY also consists of two other components being implemented by other Departments. Per Drop More Crop (PDMC) component is being implemented by Department of Agriculture, Cooperation and Farmers Welfare, Ministry of Agriculture & Farmers Welfare, while Watershed Development component (WDC) of PMKSY is being implemented by Department of Land Resources, Ministry of Rural Development.
Under PMKSY-AIBP, 99 projects having ultimate potential of 76.03 lakh hectare have been prioritized for completion. Against the balance ultimate potential of 34.63 lakh hectare, 22.47 lakh hectare has been achieved till March, 2021. The achievement by CADWM component upto March, 2021 is 14.96 lakh hectare of cultivable command area, along with formation of 8,562 Water Users Associations. Under PMKSY-AIBP and CADWM, Central Assistance (CA) is being provided through NABARD under Long Term Irrigation Fund (LTIF). There is also a provision whereby State share can be borrowed from NABARD by the State, with interest subvention beyond 6% to be borne by Government of India.
Under HKKP-SMI, irrigation potential created since XII plan onwards is 6.85 lakh hectare, while that created under HKKP-RRR of water bodies during this period is about 1.31 lakh hectare. Similarly, under HKKP-Ground Water component, about 35.44 thousand hectare has been brought under ground water irrigation till March, 2021. Under PMKSY-PDMC, 57.30 lakh hectare has been covered under micro irrigation during 2015-16 to 2020-21. For PMKSY-WDC, during 2015-2021 about 6.38 lakh water harvesting structures have been created / Rejuvenated and 14.01 lakh hectare additional area brought under protective irrigation.
