STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (d) OF THE LOK SABHA UNSTARRED QUESTION NO. 1387 BY PROF. CHANDER KUMAR TO BE ANSWERED ON THE 9TH DECEMBER 2004 REGARDING OFFSHORE DRILLING DURING NINTH FIVE YEAR PLAN.
(a) The target set for production of crude oil by Oil & Natural Gas Corporation Limited (ONGC) as well as the projection for crude oil production by Private companies /Joint Ventures (Pvt/JVs) during the 9th Five Year Plan period and the actual performance against them is given below:

Note : 1. Oil India Ltd (OIL) has no oil production from offshore areas. 2. # No projection by Pvt/JVs was made for oil production from onshore and offshore areas separately.
(b) The target fixed for crude oil production from offshore areas by ONGC in the 10th Five Year Plan is 88.004 MMT. The projection for offshore oil production as per the 10th Five Year Plan for fields/ blocks operated by Pvt/JVs is 15.504 MMT.
(c) During 2003-04, the indigenous production of crude oil was 33.373 MMT as against the total crude oil requirement of 118.678 MMT. The shortfall was met through import.
As regards natural gas, the production during 2003-04 was 87.32 Million Metric Standard Cubic Metres per day (MMSCMD) as against the demand of 155 MMSCMD projected in the 10th Plan document.
(d) The Plan outlays for the exploitation of oil and gas resources by ONGC and OIL during the 10th Five Year Plan are Rs. 22,267 cr. and Rs. 2,343 cr., respectively.
As regards Pvt/JVs, the total fund requirement for extraction of oil from various1 sources by the end of 10th Five Year Plan has not been firmed up. However, the actual expenditure incurred by Pvt./JVs in blocks awarded under NELP for development activities from 2002-03 to 2004-05 (up to Sept. 2004) of the 10th Plan is Rs. 7,379 cr.
The 11th Plan outlay for domestic Exploration and Production (E&P) activities has not been formulated.
