Question : CONVICTION IN RAPE CASES



(a) whether the conviction in rape cases in Delhi is as low as 4 percent and cases take years before a judgement can be delivered;

(b) if so, the number of cases registered in 1997, 1998 and 1999 alongwith the number of cases in which the culprits arrested/convicted, zone-wise;

(c) whether the Delhi Commission for Women has made some suggestions for speedy trial and disposal of the rape and molestation cases; and

(d) if so, the details thereof and the reaction of the Government thereto ?

(a)&(b) The requisite information is given in the attached statement.
(c)&(d) Yes, Sir. The Delhi Commission for Women has suggested that trial of cases of rape/molestation of women should be conducted by Special Courts presided over by lady Judges and all rape cases should be sent to these designated Courts only for conducting trial in camera on a day to day basis. The Government fully appreciates the need for speedy trial, particularly in rape/molestation cases.
