THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING

(a): The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying has taken up several initiatives for development of fisheries and welfare of fishermen including (i) implementation of a flagship scheme Pradhan Mantri Matsya Sampada Yojana (PMMSY) with highest ever investment of Rs.20,050 crore for a period of five years with effect from the financial year 2020-21 to 2024-25 in all States/Union Territories(UTs) including Gujarat, (ii) creation and implementation of a dedicated fund namely, Fisheries and Aquaculture Infrastructure Development Fund’ (FIDF) with a total fund size of Rs.7,522.48 crore for providing concessional finance for creation of fisheries infrastructures, (iii) extending the facility of Kisan Credit Card (KCC) to fisheries and animal husbandry farmers to meet their working capital needs for rearing of animals, poultry birds, fish, shrimp, other aquatic organisms and capture of fish.
(b) : The PMMSY inter-alia envisages development of infrastructure and post-harvest facilities like fishing harbours, fish landing centres, construction/modernization of ice plants/cold storages, construction of fish wholesale & retail markets, fish kiosks, brood banks, hatcheries, feed mills, Integrated modern coastal fishing villages, Establishment of Disease diagnostic and quality testing labs, Aquatic Referral Labs and fish transport facilities etc. The Ministry of Fisheries, Animal Husbandry and Dairying, Government of India during last financial year (2020-21) and current financial year (2021-22) has accorded approval to the fisheries development proposals of Government of Gujarat at a total cost of Rs.377.89 crore for development of fisheries in the State under the PMMSY. The approved activities also include infrastructure and post-harvest activities like 33 Nos of ice plants/cold storages, 20 Nos of Refrigerated units, 24 Nos of insulated vehicles, 250 motorcycle with ice box and 3 units of live fish vending centres and 2 fish feed mills. Further, proposals of Government of Gujarat for development of 5(five) fishing harbours namely Navabandar, Madhwad, Veraval – Phase-2, Porbandar Phase-2 and Sutrapada at a total cost of Rs.1354.92 crore have also been approved for concessional financing under the FIDF.
(c) and (d) : PMMSY also focus on expansion, diversification and intensification of aquaculture including productive utilisation of land and water, supply of quality and affordable seed and feed, species diversification and genetic improvement, aquatic health management, promotion of scientific methods, infusion of modern technologies such as Re-circulatory Aquaculture Systems, Biofloc, Aquaponics, cage culture, promotion of deep sea fishing and promotion of mariculture including seaweed cultivation. The fish production in the country has increased from 141.64 lakh tonnes in 2019-20 to 147.25 lakh tonnes in 2020-21.
While enhancing fish production and productivity, thrust is also given for quality, sustainability, standards and traceability, post-harvest infrastructure and management, modernization and strengthening of value chain, enhancement of fisheries export competitiveness and a robust fisheries management and regulatory framework paving way towards increasing export of fish and fisheries products. During the financial year 2020-21, fisheries export is registered at Rs.43720.98 crore.
