(a): The number of cases of HIV /AIDS detected in the country during each of the last three years and the current year, State/UT-wise is enclosed at Annexure 1.
(b): According to Government Estimates a total of 12,70,678 adults (aged 15+) People living with HIV/AIDS (PLHIV) are estimated to be in need of ART; and out of them a total of 8,57,330 adult patients are receiving free ART treatment which is 67.47 % coverage. In addition a total of 50,331 Children Living with HIV/AIDS (CLHIV) are also receiving free ART treatment which amounts to a total of 9,07,661 patients receiving free ART treatment, through 519 ART Centres across the country. The State/UT wise details of patients receiving free ART treatment are at Annexure 2.
(c): Yes. NACO conducted a nation-wide assessment of ART Centres during the period of January 2014 to March 2015 with an overall goal to review the functioning of the ART centers and quality of service delivery. This assessment looked into 4 domains – namely Operational, Technical, M&E and Logistics – comprising of 11 attributes necessary for smooth delivery of ART services as well for maintaining quality of care at ART Centres. 357 ART centers which had been functional for more than one year were assessed by 50 teams of ART experts.
73% of the total assessed ART Centres are functioning satisfactorily as per national ART guidelines. However, 27% needs improvement.
The centre-wise detailed reports of the assessment have been sent to every ART centre with directions to improve the functioning of the centre based on gaps identified. The State AIDS Control Societies have also been addressed in this behalf. The assessment was disseminated at a national dissemination meeting held on September 28, 2015 in New Delhi.
(d): Government of India rolled out the free ART initiative under the National AIDS Control Programme (NACP) in 2004. It provides a comprehensive package of care, support and treatment services to PLHIV including counseling, ART treatment, treatment of opportunistic infections and linkage services. As mentioned under part (b), more than 9 lakh patients are getting free treatment.
(e): The drug ‘Genvoya’ is not a part of ART drug regimen under the National AIDS Control Programme.
