STATEMENT REFERRED TO IN REPLY TO PART (a) TO (d) OF LOK SABHA STARRED QUESTION NO. 182 FOR 2.12.2002 BY SHRI K. MURALEEDHARAN & SHRI AJOY CHAKRABORTY REGARDING LAW FOR PROTECTION OF UNORGANISED LABOURERS.


The Second National Commission on Labour (NCL) has made wide ranging recommendations on various issues which, inter-alia, include giving protection to the workers in the unorganized sector. Extensive consultations and interactions on NCL`s recommendations have already taken place with the representatives of trade unions, employers` organizations, labour law practitioners, eminent persons, academicians etc. The report of NCL was discussed at the 38th Session of Indian Labour Conference held on 28-29 September, 2002. Further, the recommendations relating to unorganized sector were discussed, in detail, at the National Seminar on Unorganised Sector held on 7-8 November, 2002. The NCL has recommended an umbrella legislation for the worker in the unorganized sector to ensure their minimum protection and welfare. It is proposed to bring legislation on the subject in the Budget Session.
