Question : LIS


(a) whether the Government is aware about the difference in the curriculum of
Library and Information Science (LIS) studies across universities and higher
education Institutes in India;
(b) if so, the details thereof and action taken thereon by the Government;
(c) whether the Government has constituted any committee for introducing the
uniform curriculum in LIS studies in India;
(d) if so, the details thereof;
(e) whether the Government had implemented the recommendations of National
Knowledge Commission for improvement in LIS education in India; and
(f) if so, the details thereof and if not, the reasons therefor?

(a) to (d): The University Grants Commission (UGC) constituted an Expert
Committee to develop Learning Outcomes-based Curriculum Framework (LOCF) for
the Bachelor of Library & Information Science Programme. After having detailed
deliberations and wider consultations, the Expert Committee has developed LOCF
for Library and Information Science which is available at

(e) & (f): Yes, Sir. The Ministry of Culture has informed that according to the
recommendations of the National Knowledge Commission, National Mission on
Libraries was set up on 4th May, 2012 for sustained attention for development of
Libraries and Information Science Sector.
