(a) Whether the Supreme Court has directed to separate the functions of investigation,
maintenance of Law and Order and fix tenure for senior Police Officers;
(b) If so, the details thereof; and
(c) The action taken by Delhi Police and other States to separate the functions of investigation
and maintenance of Law and Order etc.?

(a) to (c): In Civil Writ Petition No. 310 of 1996 in the matter of Prakash Singh & others
Vs. Union of India & others, the Supreme Court of India has on 22nd September 2006
issued directions to all States and Union Territories covering inter-alia : selection methodology
and minimum tenure for Director General of Police and other key police functionaries and separation
of investigation wing from law and order wing initially in towns/urban areas having population of
ten lakhs or more State Governments/Union Territories have been advised to note the order of the
Hon`ble Supreme Court for appropriate consideration and necessary action.
