Question : Filling up of Reserved Vacancies in Different Departments

(a) the number of backlog vacancies of Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs) in Government enterprises, Government departments and autonomous institutions during the last five years and the current year, till date;
(b) the time since which they are lying vacant, Ministry and Post-wise along with the reasons therefor;
(c) whether the Government is appointing candidates through SSC on contract basis under Group ‘C’ on various SC/ST and general category posts in various Ministries and autonomous institutions and if so, the details and the reasons therefor;
(d) the time by which the various posts of SC/ST/OBC backlog vacancies in the Ministries and autonomous institutions are likely to be filled;
(e) whether the Government has taken any decision to fill up the backlog vacancies by a special recuritment drive and if so, the details thereof and the time by which the drive is likely to be launched;
(f) whether the Government has received any complaints regarding violation of filling-up of backlog vacancies in various Departments of the Government; and
(g) if so, the details thereof and the action being taken thereon?

(a) & (b): The Department of Personnel and Training monitors the progress in respect of filling up of backlog reserved vacancies for Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs) by ten Ministries/ Departments, having more than 90% of the employees in Central Government.

Statements showing category-wise backlog reserved vacancies for the ten Ministries/Departments as on 01.01.2017 and that of five Ministries/ Departments as on 01.01.2018 is at Annexure I & II.

(c): No, Sir.

(d) & (e): Filling up of vacancies, including backlog reserved vacancies, is a continuous process. However, Department of Personnel and Training has already issued instructions to all Ministries/Departments to constitute an in-house Committee to identify backlog reserved vacancies, study of the root cause of backlog reserved vacancies, initiation of measures to remove such factors and to fill up such vacancies through Special Recruitment Drive.

(f) & (g): The complaints/references relating to non-filling up of backlog reserved vacancies in various Departments of the Government, as and when received, are forwarded to the concerned Department for appropriate action.
