Question : Performance of Government Schools

(a) the procedure adopted by the Government to assess the performance of Government schools;
(b) whether the Government has forwarded any suggestion to the Education Departments of State Governments for improving the quality of teaching; and

(a): Improvement for quality of all schools including Government Schools is a continuous process. Ministry of Education has designed a 70 indicators based matrix Performance Grading Index (PGI) to assess performance of schools including Government schools in all States/UTs. It can be viewed in public domain in https://www.education.gov.in/hi/statistics-new PGI Report 2018-19 (Hindi) PGI Report 2018-19 (English), PGI Report 2017-18 etc.
Further National Achievement Survey (NAS) are conducted to assess learning levels of the students studying in the government and government aided schools in grade 3, 5, 8 and 10. NAS is conducted in all 37 States/UTs to understated the progress towards achieving the learning outcomes and also suggests way to improve the learning level of children.
(b) to (c): The Performance Grading Index (PGI) of each and every State and UT has been discussed in detail during the Project Approval Board (PAB) meetings. Further following are some of the post NAS activities which had been suggested to the States/UTs to take up for improving the learning level in the districts.
• Community participation for improving the learning levels
• Teacher training in Assessment As Learning
• State Text book analysis
• Use of Early language kit and Early Mathematics kit developed by NCERT
• Training in child friendly assessment practices for teachers
• Documentation of best practices in Pre-NAS and Post-NAS in the States/UTs
• Use of NAS data to prepare their AWPB
