(a) whether there are certain sections of youth who suffer
from physical and mental disabilities;
(b) whether the Ministry is the nodal agency for
coordinating and monitoring the various facilities and
exhibit their talent;
(c) if so, the steps taken by the Union Government to
coordinate and monitor the various facilities meant for
these people;
(d) the number of persons benefited by the youth development
schemes during the last three years and thereafter, State-
wise?
THE MINISTER OF YOUTH AFFAIRS AND SPORTS (SHRI SUNIL DUTT)
(a) Yes, Sir. The number of youths (15-34 years) with
disabilities has been estimated at 49.47 lakhs.
(b) Ministry of Social Justice & Empowerment is the nodal
Ministry for education, training, rehabilitation & welfare
of physically & mentally challenged persons. However, youth
with disabilities has been identified as a priority target
group under the National Youth Policy 2003.
(c) A committee has been set up under the Chairmanship of
the Secretary, by the Ministry of Youth Affairs & Sports
with representatives from related sectoral Ministries as
well as experts etc. to prepare a draft National Plan of
Action under National Youth Policy 2003. Five sub-groups
have been set up for sectoral plans.
(d) A statement showing state-wise details of persons
benefited by the existing youth development schemes is
annexed. In addition about 8 million & 2.3 million non-
student & student youth are involved in various youth
related programmes/activities under Nehru Yuva Kendra
Sangathan scheme and National Service Scheme respectively.
