Question : WASTE GARBAGE TREATMENT PLANT



(a): the details of garbage and waste treatment plants functioning in the country, city and State-wise;

(b): whether all the garbage and waste treatment plants are functioning properly;

(c): if so, the details thereof and if not, the reasons therefor along with the action taken/being taken by the Government in this regard;

(d): whether the Government proposes to install new garbage and waste treatment plants and if so, the details thereof, city and State-wise; and

(e): the time by which these plants are likely to be installed?

(a) to (c): As per the Report of the Task Force on Waste to Energy, published by NITI Aayog (erstwhile Planning Commission) in 2014, only 22 States/UTs have set up waste processing and disposal facilities. As per this Report, 279 Conventional composting, 138 vermi-composting, 172 bio-methanation, 29 Refuse Derived Fuel (RDF) and 8 Waste to Energy (WtoE) plants are reported to have been established. At present many of the plants set up are either closed or underperforming. State-wise details of the waste processing and disposal facilities is given at Annexure-I.

(d) & (e): The Government of India has launched Swachh Bharat Mission (SBM) on 2nd October, 2014 with the target to make the country clean by 2nd October, 2019. The Mission covers all 4041 statutory towns/cities as per 2011 census. One of the admissible components of the mission is municipal solid waste management with central support in the form of VGF/grant upto 20% of project cost. Under solid waste management, all feasible waste processing and disposal facilities are eligible.

Under this mission, the State Governments may select any waste processing and disposal facilities as per the actual field condition and characteristics of waste in the city.
