Question : Shortage of Coaches

(a) whether any policy/ guidelines/ standard operating procedure has been drawn with respect to standards of coaches and wagons in the Railways, if so, the details thereof;

(b) whether the standard of coaches of long distance trains are generally not commensurate with the travelling distance, as most of them are refurbished old coaches;

(c) if so, the details thereof;

(d) whether short distance trains are provided with new coaches, and if so, the reasons therefor;

(e) whether the Southern Zonal railways is facing acute shortage of coaches and the projected demand of coaches hardly met; and

(f) if so, the details thereof along with the reasons therefor and the remedial action being taken in the matter?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (f) OF STARRED QUESTION NO. 10 BY SHRI V. ELUMALAI AND SHRI JAGDAMBIKA PAL TO BE ANSWERED IN LOK SABHA ON 24.02.2016 REGARDING SHORTAGE OF COACHES.

(a): Coaches and wagons are used in train service only if they are fit as per laid down standards.

(b): No, Madam.

(c): Does not arise.

(d): No, Madam. All trains are attached with coaches after being properly examined and found fit.

(e) & (f): No, Madam. Presently, adequate numbers of coaches have been provided to all zonal railways including Southern Railway for running passenger carrying trains to their scheduled compositions which is considered sufficient for the present level of traffic. During the current financial year, the production of coaches is commensurate with the projected requirement as planned.
