Question : National Rural Livelihood Mission

(a) whether the National Rural Livelihood Mission (NRLM) was launched for enabling the rural poor to increase their household income;

(b) if so, the details of beneficiaries covered under NRLM, State/UT-wise during the last three years and the current year, State/UT-wise;

(c) whether the Government proposes to extend the scheme to all the rural poor households in all the districts of the country;

(d) if so, the details thereof along with the number of districts where the scheme is presently being implemented, State/ UT-wise; and

(e) the details of funds allocated, released and expenditure incurred along with the target fixed under the scheme during the said period, State/UT-wise?

(a) and (b): The Government is implementing National Rural Livelihoods Mission, renamed as Deendayal AntyodayaYojana – National Rural Livelihoods Mission (DAY – NRLM) across the country in a mission mode with the objective of organizing the rural poor women into Self Help Groups (SHGs), and continuously nurturing and supporting them till they attain appreciable increase in incomes over a period of time and improve their quality of life and come out of abject poverty. A statement indicating the details of number of self help groups (SHGs) mobilized, number of SHGs provided Revolving Fund and Community Investment Fund is enclosed as Annexure I.

( c) and (d): NRLM aims to cover all districts in all the States and Union Territories (except Delhi and Chandigarh).Under the programme, one woman member from each poor household is to be brought into Self Help Groups (SHGs). The programme envisages universal coverage of all 8-9 crore rural poor households to be organised into 70-75 lakh SHGs and their federations at the village and cluster level by 2024-25. A statement indicating number of districts covered is enclosed as Annexure II. A statement indicating number of households mobilized is enclosed as Annexure III.
