Question : Trauma Care Centres on NHs

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the facilities available on National Highways have the capacity to provide trauma care in accidents within the ambit of the golden hour;

(b) if so, the details thereof along with the number of trauma care centres functioning in general hospitals in the country at present, State/UT-wise;

(c) the number of new trauma care centres proposed to be set up by the Government during the next five years;

(d) whether a proper system of communication between ambulances and trauma care centres has been built for all National Highways and if so, the details thereof; and

(e) the steps taken/being taken by the Government to improve the conditions of trauma care centres on National Highways?

(a) & (b): One of the stated objectives of National Programme for Trauma Care is to establish a network of Trauma Care Facilities on National/State Highways in order to reduce the incidence of preventable deaths and disabilities due to road traffic accidents by observing golden hour principle. Under the scheme ‘Assistance for Capacity Building for Developing Trauma Care Facilities in Government Hospitals on National Highways’ Trauma Care Facilities (TCFs) were approved and funded along the Golden Quadrilateral Highway Corridor as well as North-South and East-west Corridors.
Out of 116 TCFs approved and funded during the 11th FYP, 100 TCFs have been reported as functional by the States. (List at Annexure).
(c ): As per the Programme, State Governments/UTs are to forward the proposals from time to time in the prescribed format for establishing Trauma Care Facilities in their respective States/UTs. Such proposals are decided as per the guidelines of the Programme. Therefore, the number of facilities depends upon the proposals made by States/UTs.

(d): National Health Mission (NHM) has been providing patient transport facilities in collaboration with GVK-EMRI (Emergency Management and Research Institute) using the 108 ambulance network. Under the framework of implementation of NHM, it is the endeavour to ensure universal access to emergency medical transportation facility with response time of not more than 30 minutes.
(e): The following steps have been taken for effective implementation of the Programme:
• Preparation of operational guidelines of Scheme for effective implementation.
• Regular review meetings with State representatives to monitor the physical & financial progress in the development of trauma care facilities.
• Regular monitoring visits by the Programme Division.
• Advanced Trauma Life Support (ATLS) & Basic Life Support (BLS) trainings at DR. RML Hospital, for doctors and nurses posted in TCFs.
• Certificate course for Pre-Hospital Trauma Technician (PTT) in 3 Central Government Hospitals in Delhi.
• IEC activities through print material, audio-video spots and documentary film on good Samaritan /First-Aid and audio-visuals.
