Question : Training Centres for Skill Development

(a) the details of number of people trained under various skill development schemes/programmes annually, in the last three years;
(b) whether the Government has formulated any Public Private Partnership entity to promote private training providers to set up skill development centres across the country and if so, the funds incurred for the same;
(c) the number of operational training centres in the country at present;
(d) the details of the participation for attaining the targets set under the ‘Make in India’ programme; and
(e) whether the Government is formulating any scheme for establishing more skill development centres in rural areas and if so, the details thereof?

Answer given by the minister

(a) to (e) Ministry is implementing its flagship scheme known as Pradhan Mantri Kaushal Vikas Yojana (PMKVY) on pan –India basis. PMKVY enables large number of prospective youth, which includes rural youth, for taking short term fresh training and Recognition of Prior Learning (RPL) through accredited and affiliated training partner/training centers. The scheme runs across 221 job roles related to 35 Sector Skill Councils, which is a diverse and exhaustive representation of the industry. 21,84,770 people have been trained under PMKVY till 28th March, 2017.

Government has set up National Skill Development Corporation (NSDC) as a Public Private Partnership entity to promote private training providers to set up Skill Development Centres across the country. Private training providers are assisted financially in the form of loan to set up Skill Development Centres across the Country.

Pradhan Mantri Kaushal Kendra (PMKK) is implemented by NSDC under Ministry to facilitate the setting up of Model Kaushal Kendra in each district of the country covering rural areas for imparting skill training in the country. Under the scheme, about 464 PMKK in 443 districts have already been allocated for setting up of Skill Centre for imparting training under Pradhan Mantri Kaushal Vikas Yojana (PMKVY). Out of 463 PMKK, 109 PMKKs are already operational. Skill training for the job roles for rural youth is also being imparted through over 40 skill development programmes/schemes being run by about 20 Central Ministries/Departments.

Skill India Initiatives of the Ministry has given further boost to ‘Make In India’ Programme through preparing highly skilled workforce aligning to the requirement of industry. Various interventions and implementation of the schemes have resulted in the increase in the number of trained candidates.
