Question : Integrated Cold Chain Projects

(a) whether about 35 projects under the scheme for Integrated Cold Chain and Value Addition Infrastructure have not been completed so far;

(b) if so, the details thereof and the reasons therefor;

(c) the corrective steps taken by the Government in this regard; and

(d) the success achieved therefrom?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. *54 FOR ANSWERED ON 19.12.2017 REGARDING INTEGRATED COLD CHAIN PROJECTS.
(a): Ministry of Food Processing Industries has sanctioned 232 integrated cold chain projects till date, out of which 111 integrated cold chain projects have been completed and 121 integrated Cold Chain projects are under various stages of implementation. The phase wise details of sanction and completion of the projects are at Annexure.

(b) to (d): On the basis of experience in implementation of the scheme and interaction with the stakeholders, availability of affordable credit from the Banks/Financial Institutions for the projects and delay in statutory clearances from the State Government /Agencies have been observed as major reasons for delay.

The Ministry is regularly reviewing the progress of implementation of cold chain projects at different levels and following up with the State Governments/ concerned agencies to resolve issues affecting timely implementation of these projects. On the basis of the feedback and in-house learning, the Ministry has also been amending the guidelines to make them more investor friendly.
