(c) & (d): Ministry of Finance takes a Pre-Budget meeting with the Financial Advisor of each Ministry every year, wherein Revised Estimates (RE) ceiling of the current financial year & Budget Estimates (BE) ceiling of the subsequent Financial year are discussed on the basis of RE & BE Proposals as furnished by the respective Ministry to Ministry of Finance. Thereafter, Ministry of Finance on the basis of discussion held in the Pre-Budget meeting provides RE ceiling of the current Financial year & BE ceiling of the subsequent Financial year.
On the basis of the ceilings provided by Ministry of Finance, plan allocations are made by the Ministry of Personnel, Public Grievances and Pensions with approval of Financial Advisor & concerned Secretary. Thereafter, Statement of Budgetary Estimates (SBE) on the basis of RE & BE ceilings are furnished to Ministry of Finance every year.
