Question : LEVY SUGAR PRICE EQUALISATION FUND



(a) whether the Government have not fixed the wholesalers and retailers commission for levy sugar under Levy Sugar Price Equalisation Fund (LSPEF) after 1997-98;

(b) if so, the reasons therefore; and

(c) the time by which a decision regarding commission for levy sugar is likely to be taken by the Government?

(a),(b)&(c): On receipt of proposals from the State Governments, the Central Government fixes the margins for wholesalers and retailers for distribution of levy sugar in the Public Distribution System. The margins once fixed continue to be operative till the same are revised. The guidelines for fixation of margins were revised with effect from 1.4.1996 and since then the margins have been revised in the case of the following States for the period indicated against each:

Himachal Pradesh	1997-98
Karnataka	1996-97 (except transportation charges)

Punjab	1997-98
Rajasthan	1998-99
Tripura	1997-98
Uttar Pradesh	1996-97 (except transportation & handling charges)
West Bengal	December 1999 - March, 2000


The proposals were also received from the State Governments of Himachal Pradesh, Gujarat, Madhya Pradesh, Maharashtra, Punjab and Tripura for revision of margins. On scrutiny of the proposals, certain clarifications and documents were asked for from the State Governments. The needful has been done by only one State, viz., Tripura, so far. The replies from the other State Governments are still awaited. Further action to fix the margins in respect of Tripura is being taken.

No proposal for the revision of margins has been received from any of the remaining State Governments.
