Question : PLAN TO PROVIDE JOBS IN DROUGHT HIT AREAS



(a) whether the Government are aware of the large scale migration of people from the drought hit States to major cities in the country;

(b) if so, whether the Union Government have prepared any special plan to provide more jobs to poor in the drought hit areas;

(c) if so, the details thereof; and

(d) the number of people likely to be benefited thereby State-wise ?

(a) The Union Government has not received any specific information, so far, regarding migration of people from the drought hit States to major cities in the country.
(b) & (c) To provide a greater thrust to generation of additional wage employment, infrastructural development and food security in the rural areas, the Central Government launched a new scheme called the Sampoorna Gramin Rozgar Yojana (SGRY) w.e.f. 25th September, 2001 by merging the on going schemes of the Employment Assurance Scheme (EAS) and the Jawahar Gram Samridhi Yojana (JGSY). The scheme is implemented through the Panchayati Raj Institutions throughout the country except Delhi and Chandigarh. There is a Special Component of the SGRY under which foodgrains are supplied free of cost to the States affected by natural calamities for generation of additional wage employment. During the current year 38.30 lakhs tonnes of foodgrains were released under the Special Component to 12 States affected by natural calamities.
(d) Since no target is fixed for generation of employment opportunities under the SGRY including the Special Component, it may not be possible to determine the number of people likely to be benefited by the scheme. However, 1794 lakh mandays of employment have been generated so far during the current year under the Special Component of SGRY.
