Question : SCHOOL FOR CHILD LABOUR



(a) whether the Government has taken a decision to open schools for the child labourers;

(b) if so, the details of the schools opened so far under this scheme, State-wise;

(c) the details of funds allocated under the scheme;

(d) whether any monitoring plan has also been formulated for the purpose; and

(e) if so, the details thereof ?

THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF LABOUR AND EMPLOYMENT (SHRI OSCAR FERNANDES)

(a) : Yes, Sir. Government has been implementing the National Child Labour Project

(NCLP) Scheme since 1988 wherein special schools are opened for the children withdrawn from work.

(b) : The details of schools opened so far under the National Child Labour Project Scheme State-wise is at Annexure.

(c) : An amount of Rs. 602 crores was allocated under the National Child Labour Project Scheme during the Tenth Plan period. The allocation for the year 2006-07 is Rs. 105 crores.

(d)&(e) : The National Child Labour Projects are being monitored through periodical reports submitted by the District authorities to the Ministry. At the National level, a Central Monitoring Committee under the Chairpersonship of Union Secretary

(Labour & Employment) monitors the overall functioning of the Scheme. The State Governments also monitor the functioning of the child labour projects at their level. In addition, the projects are being regularly inspected by the State and Central Government officials to ensure proper implementation of the scheme.
