Question : Promotion of Organic and Sustainable farming

(a) whether the Government is promoting organic and sustainable farming in the country;

(b) if so, the details thereof;

(c) the details of the action taken in this regard, State-wise;

(a) to (e): Government of India for the first time initiated the programme of Parampragat Krishi Vikas Yojana (PKVY) in 2015-16 to promote organic farming in cluster approach with Participatory Guaranteed System (PGS) certification. The programme supports the farmers for capacity building, inputs, value addition, marketing. In phase-1 (2015-16 to 2017-18) an area of 2.38 lakh hectares is covered under the scheme. Different PGS brands such as Made in Mandla, Organic Uttarakand, Jaivik Jharkhand, Gomti organic, Panchatatva, Tamil nadu Organic product, Tripureswari Fresh, Jaivik Utpad etc. have emerged that are ensuring increased income to farmers. During phase 2 (2018-19 to 2020-21), an area coverage of 4 lakh hectares has been targeted under PKVY.

Similarly, dedicated scheme of Mission Organic Value Chain Development in North Eastern Region (MOVCDNER) was initiated for the first time in 2015-16 for promotion of export oriented third party certified organic products. The scheme provides assistance from cluster formation, inputs to marketing along with emphasis on value addition. During phase 1(2015-16 to 2017-18), an area of 45918 hectares has been covered and 100 FPOs are formed. During first year of Phase 2 (2018-19 to 2020-21), another 50000 hectares is targeted under the scheme. Export of organic ginger, turmeric has been initiated during the current year. Many marketing agencies ranging from agri-entrepreneurs to e-commerce agency like bigbasket have been procuring organic ginger, turmeric, chillies, rice from the farmers resulting in increased income to farmers.
