Question : Road Connectivity under PMGSY in Bhagalpur

(a) whether most of the road projects sanctioned under the Pradhan Mantri Gram Sadak Yojana in Uttar Pradesh during the last three years have not been completed till date, if so, the details thereof, State-wise and district-wise, particularly Bhagalpur district Parliamentary Constituency;

(b) if so, the details thereof, project-wise;

(c) the details of the set target for 2020-21 and 2021- 22 to make available rural road connectivity under PMGSY in Bhagalpur District Parliamentary Constituency;

(d) the details of the progress in construction of roads under PMGSY in Bhagalpur District Parliamentary constituency as on 31 March, 2021;

(e) the steps taken by the Government to complete the projects in timebound manner, project-wise; and

(f) whether it is alleged that the contractors are missing after getting payment from respective engineers and if so, the details thereof and the action taken/proposed to be taken against the said contractors/engineers?

(a) & (b) Details of road works sanctioned and completed under PMGSY in the State of Uttar Pradesh, Bihar and Bhagalpur district parliamentary constituency is given at Annexure-I.

The state-wise, district-wise as well as scheme-wise details of road works sanctioned and completed under PMGSY is available on Online Monitoring Management and Accounting System (OMMAS) portal and the same may be seen on omms.nic.in-> Progress Monitoring->Financial year-wise achievement. Project-wise details may be seen at omms.nic.in-> proposals-> State-wise List of Roads.

(c) Under PMGSY, financial year-wise targets are set in terms of road length to be constructed in km and habitations to be connected taking into account state as a unit and not district-wise. The details of target set and achievement thereon in the State of Bihar in FY 2020-21 & 2021-22 are as under:

(d) As on 31st March, 2021, 1,111 km road length has been sanctioned in Bhagalpur district parliamentary constituency under various interventions/ verticals of PMGSY, out of which, 1,020 km road length has been completed.

(e) The progress of implementation of rural roads under PMGSY is regularly reviewed by way of Regional Review Meetings (RRMs), Performance Review Committee (PRC) Meetings, Pre- Empowered/Empowered Committee Meetings with the States. At District level, the District Development Coordination and Monitoring Committee (Disha) headed by a Member of Parliament (LS) monitors the implementation of various schemes of Government of India including PMGSY. In addition to this, special review meetings are also held by Secretary/ Additional Secretary/ Joint Secretary, Ministry of Rural Development with Chief Secretaries/Principal Secretaries of the States to ensure that works sanctioned under PMGSY are completed on time.

(f) As per the report received from Government of Bihar, no contractors are missing after getting payment from respective engineers.
