(a) and (b) Yes Madam. WHO has identified following safety standard specifications for vehicle design:
(i) Safety Belts (ECE R16)
(ii) Safety Belt Anchorages (ECE R14)
(iii) Frontal Collision requirements (ECE R98)
(iv) Side Collision requirements (ECE R95)
(v) Child Restraint System
(vi) New safety Technologies to improve safety and reduce risk to Vulnerable road users.(ABS,AIRBAG,PEDESTRIAN SAFETY,SEAT BELT REMINDER )
(vii) New Car Assessment Programs
Out of above, standards listed at (i), (ii), (iii) and (iv) have already been implemented.
(c) The State-UT wise details in respect of number of Road accidents due to defect in condition of Motor Vehicle during the last three calendar years i.e. 2014-2016 are placed at Annexure.
(d) This Ministry has issued S.O. 1139 (E) dated 28.04.2018 and S.O. 2412 (E) dated 03.09.2015 amending the Central Motor Vehicles Rules, 1989 (CMVR) regarding Frontal and Side Crash Regulations for M1 category of vehicles. These regulations are effective for new models manufactured from 1st October, 2017 and for all models including existing models manufactured from 1st October, 2019.
(e) The Steps taken are as under:-
(i) Third party certification as per Central Motor Vehicle Rules, 1989 (CMVR) being notified from time to time.
(ii) Review and upgradation of the safety standards referred in Central Motor Vehicle Rules, 1989 (CMVR) in line with the global standards.
(iii) Adopting smart technologies for intelligent transport and driver assistance system.
