Question : Strengthening Internal Security

(a) whether the Government has taken a decision to eradicate internal terrorism and to strengthen internal security arrangements in the country;

(b) if so, the details thereof;

(c) if not, the reasons therefor;

(d) whether the Government has prepared any draft to check cyber crime in the country; and

(e) if so, the details thereof?

(a) to (c): Government has zero tolerance policy against terrorism and is committed to eliminate terrorism. The internal security situation in the country is reviewed on a regular basis by Government and appropriate measures are taken to strengthen security. Close and effective coordination is maintained amongst security and intelligence agencies at the Centre and in the States/ UTs to meet security challenges. The Multi Agency Centre (MAC) has been strengthened and re-organized to enable it to function on 24x7 basis for real time collation and sharing of intelligence with Central and State agencies concerned.

National Investigation Agency (NIA) has been strengthened for investigation of terrorism related cases. States have raised Special Forces to deal with terror incidents. In addition, Central Armed Police Forces and National Security Guards have been stationed at different locations in the country to assist States/ UTs in dealing with such incidents. The Central agencies have been organising capacity building programmes for States forces regarding intelligence sharing and investigation of terror cases.

(d) & (e): Government has launched online National Cyber Crime Reporting Portal, www.cybercrime.gov.in to enable citizens to report complaints pertaining to cyber crimes with special focus on cyber crimes against women and children. Government is implementing a scheme ‘India Cyber Crime Coordination Centre’ (I4C) to deal with cyber crimes in a coordinated and comprehensive manner.

Further, to spread awareness on cyber crime, several steps have been taken that include dissemination of messages on cyber crime through MHA Twitter handle @CyberDost, Radio campaign, publishing of Handbook for Adolescents / Students, publishing of ‘Information Security Best practices’ for the benefit of Govt. Officials, organizing of Cyber Safety and Security Awareness week, in association with police department in different States/UTs etc.
