(a) the steps taken by the Government to check erosion in the coastal areas of the country; and
(b) the funds allocated, sanctioned and utilized for the purpose during the last three years along with the current status of works being undertaken on these areas, State/UTwise?

(a) : Checking erosion in the coastal areas falls within the purview of the States. Accordingly, the measures of erosion control in coastal areas are formulated and implemented by concerned maritime States/ UTs as per their priority. The Government of India supplements the efforts of the States/UTs by providing technical advice and promotional financial assistance for management of coastal erosion in critical areas. In addition to the efforts made by the State Governments, the Union Government has taken the following steps:
i) In order to assess the extent of coastal erosion at national level, a Shoreline Change Atlas of the Indian coast, has been prepared by Space Application Centre, Ahmedabad in association with Central Water Commission. This Atlas comprises of shoreline change maps prepared using satellite data of 1989-91 and 2004-06 time-frame on 1:25,000 scale for the entire country. The maps show eroding, stable and accreting coast along with the status of coastal protection measures taken up by maritime States/UTs.
ii) As an outcome of discussions between the Government of India and the Asian Development Bank (ADB), a Project Preparatory Technical Assistance (PPTA) Programme for preparing a Sustainable Coastal Protection and Management Project for the States of Maharashtra, Karnataka & Goa was taken up. The Multi Tranche Facility for the project was approved by ADB in September, 2010 for a loan amount of USD 250 million. The details of Tranche-1 & Tranche-2 of the programme under implementation in States of Karnataka and Maharashtra is given in Annexure-I.

iii) A Centrally Sponsored Scheme, “Critical anti-sea erosion works in coastal and other than Ganga basin States” was approved by Government of India under which the anti-sea erosion works of the States of Karnataka, Kerala, Maharashtra, Odisha, Tamil Nadu and UT of Puducherry were included.
iv) Government of India had launched Flood Management Programme (FMP) during XI Plan for providing central assistance to the State Governments for taking up works related to river management, flood control, anti-erosion, drainage development, flood proofing works, restoration of damaged flood management works and anti-sea erosion works which was continued during XII Plan.
v) Ministry of Environment, Forests & Climate Change (MoEF & CC) is implementing Integrated Coastal Zone Management (ICZM) Project in the identified coastal stretches of three States namely Gujarat, Odisha and West Bengal. Under this project, MoEF & CC has mapped shoreline changes through National Centre for Sustainable Coastal Management (NCSCM), Chennai in association with the Institute for Ocean Management (IOM), Anna University, Chennai and designated high erosion, medium erosion, low erosion / stable coast along the coast of India.
vi) Mapping and demarcation of Hazard line along the mainland of the Indian coast is one of the major initiatives to control and protect the coastal lives, infrastructures from natural hazards like storm, tsunami and cyclone which is carried out by Survey of India as an activity of national component of ICZM Project. The hazard line is the composite lines of the erosion line and flood line. Hazard line will be most important management tool in the area of coastal management. The work of mapping and delineation of hazard line is completed.
(b) : No eligible proposal was received in Ministry from States/ UTs for Central Assistance for anti-sea erosion works under FMP during the last three years. Under the Integrated Coastal Zone Management (ICZM) Project, expenditure incurred by MoEF & CC in activities/ measures for erosion control are as under:

Tranche-I
Under SCP&MIP- Tranche-1, two projects namely Ullal Coastal Erosion & Inlet Improvement Project in Karnataka have been undertaken with loan from ADB.
