(a) whether the vulnerability/gap analysis with regard to coastal security is worked out by the Government on a regular basis;

(b) if so, the details thereof;

(c) the details of the financial assistance provided and the funds utilised under various heads for coastal security during each of the last three years and the current year, State/UT-wise;

(d) whether the Government proposes to set up more coastal police stations in the country; and

(e) if so, the details thereof along with the assistance provided for the purpose, State/UT-wise?

(a) & (b): Yes Madam. Ministry of Home Affairs has been implementing the Coastal Security Scheme, as a supplementary scheme, in phases of five years. The Phase-I of the Scheme commenced w.e.f. 01.04.2005, which was initially to end on 31.03.2010, was extended for a period of one year and actually ended on 31.03.2011.

During the course of implementation of the Phase-I of the Scheme, subsequent to the Mumbai incident of 26 November, 2008, the entire coastal security scenario of the country has been subjected to multi-level inter-ministerial review by the Government of India and several important decisions/initiatives have been taken as per the details given below:

# Implementation of the then ongoing Phase-I of the Coastal Security Scheme was completed on 31.03.2011.
# Vulnerability/gap-analysis for Coastal Security Scheme was carried out and a comprehensive Coastal Security Scheme(Phase-II) with an outlay of Rs.1580 crore, was formulated for providing 131 Marine Police Stations, 60 Jetties, 10 Marine Operations Centres, 150 boats (12 Tons), 10 boats (5 Tons), 20 (19 mtr.) boats, 35 RIBs (Rigid Inflatable Boats), 10 large vessels (A & N Islands), 131 Four Wheelers and 242 motor cycles to the coastal States/Union Territories. A lump sum assistance provision of Rs.15 lakh per police station has also been made for surveillance equipments, night vision equipments, computer systems and furniture. The Phase-II of the Scheme commenced w.e.f. 01.04.2011, and is presently under implementation.
# The State Marine Police was made responsible for patrolling 0 to 12 Nautical miles.
# The Indian Navy has been designated as the Authority responsible for overall Maritime Security.
# Indian Coast Guard has been made as the nodal authority responsible for overall security of the coastline in the country from 0 to 200 Nautical miles.
# Director General, Coast Guard has been designated as Commander of Coastal Command and made responsible for overall coordination between the State and the Central Agencies in all the matters relating to coastal security.
# The Indian Navy has established four Joint Operation Centres at Mumbai, Visakhapatnam, Kochi and Port Blair for sharing intelligence among various agencies and acting on actionable intelligence at sea.
# The Indian Coast Guard has established nine additional stations at Karwar, Ratnagiri, Vadinar, Minicoy, Hutbay, Androth, Karaikal, Gopalpur and Nizamapatnam.
# Static Radars on 46 locations have been installed by the Indian Coast Guard along mainland and islands.
# Joint coastal security exercises are being conducted by the Indian Coast Guard in co-ordination with the other stake-holders to create synergy between the Central and the State agencies involved in the coastal security.
# Preparation of National Population Register (NPR) for coastal population has been initiated.
# Issuance of Multi-purpose National Identity Cards (MNICs) to all the population in the coastal villages including fishermen has been initiated.
# Registration of all types of fishing vessels has been initiated.
# Fitment/provision of navigational and communication equipments on all type of vessels has been initiated.
# “National Committee for Strengthening Maritime and Coastal Security against Threats from the Sea” (NCSMCS) constituted under the Chairmanship of Cabinet Secretary is monitoring the coastal security related issues.
# Steering Committee for Review of Coastal Security has been constituted in the Ministry of Home Affairs to review the coastal security related issues.
# The various decisions taken in the NCSMCS & Steering Committee meetings are being closely followed up for implementation.
The NCSMCS under the Chairmanship of Cabinet Secretary reviews the coastal security measures twice in a year and the Steering Committee for review of Coastal Security set up under the Chairpersonship of Secretary (BM) also reviews the coastal security twice in a year.
(c): The total financial assistance provided under the head: “Assistance to coastal States/Union Territories for coastal security” to the coastal States/Union Territories, under the Coastal Security Scheme (Phase-II) during the last three years and the current year, is as under:

(d) & (e): Yes, Madam. Under the Phase-I of the Coastal Security Scheme, 73 coastal police stations were set up. Under the Phase-II, 131 coastal police stations are being set up. The details of the State-wise assistance provided under the Phase-II of the Coastal Security Scheme, which is presently under implementation, are as follows:
