Question : WELFARE PROJECTS IN MAHARASHTRA



(a) the details of the sanctioned social welfare projects in Maharashtra during the last three years and the current year;

(b) whether certain projects are pending and if so, the details thereof and the reasons therefor;

(c) whether there are any special norms for sanctioning the said projects for the backward areas and if so, the details thereof ;and

(d) whether there is any centralized monitoring mechanism to monitor the performance of the said projects and if so, the details thereof?

MINISTER OF STATE FOR SOCIAL JUSTICE AND EMPOWERMENT(SHRI VIJAY SAMPLA)

(a): The details of the social welfare schemes/projects being implemented in the State of Maharashtra during the last three years and the current year are given in the Annexure.

(b): Seventy-four proposals of NGOs for implementation of Schemes under Integrated Programme for Older Persons and Drug De-Addiction Programme are in various stages of finalization.

(c): There are no special norms for backward areas. The funds are released for implementation of various schemes/ projects to the State Governments as per the guidelines of the schemes.

(d) : Yes, Madam.

The following mechanisms are in place to monitor the performance of the said projects:

(i) Performance of schemes/ projects is monitored through the quarterly/annual progress reports furnished by the State Governments/Union Territory Administrations.

(ii) Grants-in-aid are released only after obtaining utilization certificate for previous sanctions;

(iii) Financial and physical performance is reviewed by the Secretary with Bureau/Divisional Heads on regular intervals to ensure that the allocations provided for the schemes of the Ministry are fully utilized and to monitor all important activities;

(iv) Regular interactions are held with State Social Welfare Ministers and officers concerned in the States / UTs through conferences and video conferences.

(v) The process of release of grants-in-aid to the NGOs for implementing the schemes has been made on-line from the financial year 2014-15.

(vi) The schemes/ projects implemented through NGOs are also monitored by respective State Governments /UT Administrations.
