Question : Share of Union and States under JJM

Will the Minister of JAL SHAKTI be pleased to state:
(a) the proportionate share of Union and State Government under Jal Jeevan Mission (JJM);
(b) whether the ratio of the proportionate share of Union Government is being followed by the State Government of Chhattisgarh and if so, the details thereof;
(c) whether any complaint has been received by the Government for the construction of water tank and pipeline expansion by using only the Union Government share through the tender process in Chhattisgarh;
(d) if so, the details thereof and the action being taken thereon; and
(e) whether the Union Government is considering appointment of officers to monitor the Jal Jeevan Mission in various States and if so, the details thereof?

(a) and (b) Since August, 2019, Government of India in partnership with States is implementing Jal Jeevan Mission (JJM) to make provision of potable water to every rural household throughtap water connection, by 2024.
Under JJM, the fund sharing pattern between Centre and States/ UTs is 100% for UnionTerritories without legislature, 90:10 for North Eastern & Himalayan States and UTs withlegislature and 50:50 for rest of the States. Further, under Support and Water Quality Monitoring System (WQMS) activities the funding pattern is 100% for Union Territories, 90:10 for Himalayan & North Eastern States and 60:40 for other States.The estimated outlay of the mission is Rs. 3.60 lakh crore, out ofwhich Central share is Rs. 2.08 lakh crore. The year-wise details of matching State share, as provided by Chhattisgarh State under JJM, are as under:

(c) and (d) Under Jal Jeevan Mission (JJM) – Har Ghar Jal, power to plan, approve, implement, operate and maintain water supply schemes are vested with States. The Union Government extends technical and financial assistance to the States for the implementation of rural water supply schemes and support activities, WQMS, etc. Complaints/ grievances received are forwarded to respective State Governments for examining and taking necessary action. No specific complaint on construction of water tank and pipeline expansion by using only the Union Government share through the tender process in Chhattisgarh, has been received in this Department.
(e) The implementation of the Jal Jeevan Mission is monitored by the Department of Drinking Water & Sanitation through the mission directorate i.e. National Jal Jeevan Mission under the department. Further, empaneled sector experts are being appointed for their deployment in State/ UT-wise to undertake frequent field/ village visits for ground truthing and technical assistance in implementation of Jal Jeevan Mission (JJM).
