Question : AMRUT Scheme

(a) whether the Government has launched and implementing AMRUT Scheme (Atal Mission for Rejuvenation and Urban Transformation) to improve infrastructure in 500 cities across the country and if so, the details thereof;

(b) the number and the names of such cities included various States including Tamil Nadu;

(c) the total number of projects and contractors awarded these projects in Tamil Nadu including the district of Perambadur under the scheme;

(d) the total budget earmarked, allotted and spent for these programes in Tamil Nadu;

(e) the timeline for implementation of the projects; and

(f) whether the Government has any other schemes like Swachh Bharat Mission, Housing for All 2022, along with the local State schemes like that related to water supply and sewerage and other infrastructure related schemes which can be linked to AMRUT Scheme and if so, the details thereof?


Answer given by the minister

(a) The Atal Mission for Rejuvenation and Urban Transformation (AMRUT) was launched on 25th June, 2015 in 500 selected cities with focus on providing basic infrastructure in water supply, sewerage & septage management, storm water drainage, green spaces & parks, and non-motorized urban transport sectors. All the cities with a population of one lakh or more as per Census 2011, all other capital cities of States/ Union Territories (UTs), all HRIDAY cities, identified cities on the stem of the main rivers, from hill states, islands and tourist destinations have been included in the Mission.
Under AMRUT, selection, appraisal, approval and implementation of individual project is done by States/UTs themselves. The Ministry of Housing and Urban Affairs only approves State Annual Action Plan (SAAP) submitted by the States/UTs and releases Central Assistance as per Mission guidelines. The Ministry has already approved SAAPs of all States/
UTs for entire Mission period for Rs.77,640 crore, including Central Assistance of Rs.35,990 crore.Out of the total SAAP size of Rs.77,640 crore, Rs.39,011 crore (50%) has been allocated to water supply projects, Rs.32,456 crore (42%) to sewerage & septage management projects, Rs.2,969 crore (4%) towards storm water drainage projects, Rs.1,436 crore (2%) for non-motorized urban transport and Rs.1,768 crore (2%) has been allocated for green spaces and parks.

(b) List of AMRUT cities including those of Tamil Nadu is placed at ANNEXURE.

(c) State of Tamil Nadu has taken up 444 projects with appraised cost of Rs. 13,519 crore under AMRUT.Additional cost of projects taken in excess of approved SAAP will be borne by the State itself.

Contracts of AMRUT projects are awarded by States/Uts themselves. Government of Tamil Nadu has awarded contracts for 441 projects worth Rs. 11,478 crore, of which 413 projects worth Rs.728 crore have been completed and 28 projects worth Rs,10,750 are being executed.

Perambadurcity of Tamil Nadu is not an AMRUT city.

(d) Approved SAAP of the State of Tamil Nadu is Rs.11,195 crore, which includes committed Central Assistance of Rs 4,756 crore. As on date, Rs 1,687 crore of Central Assistance has been released to Government of Tamil Nadu for AMRUT projects, out of which State Government has submitted Utilization Certificates for Rs. 900 crore.

(e) The projects under AMRUT are envisaged to be completed within the Mission period.

(f) The infrastructure projects taken up through other schemes are allowed to converge with the projects taken up under AMRUT scheme to avoid overlapping of projects and optimum utilization of funds.
