Question : Training Programmes for Elected Representatives

(a) whether training programmes are organized for the elected representatives on the subjects like constitutional and legislative provisions related to working of Panchayati Raj Institutions (PRIs), e-governance, financial management, commitment towards sustainable development goals and problems of livelihood;

(b) if so, the total number and the details of the training programmes organised, State-wise and district-wise particularly in Rajasthan, Maharashtra and Chhattisgarh including Bilaspur, Mungeli and Gaurela-Pendra-Marwahi districts; and

(c) the details of the steps taken for the implementation of ‘Rashtriya Gram Swaraj Abhiyan” (RGSA) at the district level, State-wise particularly in Rajasthan, Maharashtra including Latur district and Chhattisgarh?

(a) & (b) Yes Sir. Under the Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) being implemented since 2018-19, the Ministry has been providing financial support to States/ Union Territories (UTs) for various activities relating to strengthening of Panchayats including Capacity Building and Training (CB&T) of Elected Representatives (ERs), Panchayat Functionaries (PFs) and other stakeholders of Panchayats. The training area covers Panchayat Governance, Panchayat Finance, formulation & monitoring of Gram Panchayat Development Plans (GPDP), Own Source Revenue generation, various schemes of Government, subjects relating to Sustainable Development Goals (SDGs) such as Primary health & immunisation, Nutrition, Education, Sanitation, Water conservation etc. and role of Panchayat therein. Details of participants trained across the States including Rajasthan, Maharashtra and Chhattisgarh under the scheme during 2021-22 is attached as Annexure. District-wise details are not maintained centrally.

(c) For effective implementation of the scheme for enabling the Panchayati Raj Institutions (PRIs) to implement the RGSA in a meaningful, concerted and result oriented manner, a Framework for Implementation of RGSA has been prepared and shared with the States. Under the scheme funds are released to States as per Annual Action Plan (AAP) containing various activities meant for strengthening of panchayats, submitted by States/ UTs and as approved by Central Empowered Committee of RGSA as per scheme guideline and instructions of Government regulating the subject matter. The funds are released to States/ UTs as a whole and not on districts basis. The progress of implementation is monitored through meetings, field visits of senior Officers. A Management Information System (MIS) has been rolled out to for appraisal of AAP and monitoring of progress. Further, a Training Management Portal (TMP 2.0) has also been put in place for capturing training progress.
