Question : ST Recognisation in Bihar

(a) whether the Government has received any recommendation from Bihar the State Government of Bihar to recognize Amat, Bind, Beldar, Dhanuk, Kahar, Gangota, Gorahi, Kewat/Kyot/Kaivart, MallahNuniya and Turha communities as Scheduled Tribes;
(b) if so, whether the Government proposes to provide the status of Scheduled Tribes to these communities in Bihar; and
(c) the present status of the process of giving the status of Scheduled Tribes to these communities and the time by which the status is likely to be given?

Answer given by the minister

(a) to (c): The Government of Bihar has sent proposal for inclusion of Mallah, Nishad (Bhind, Beldar, Chai, Tiyar, Khulwat, Suraiya, Godi, Vanpar, Kevat) and Nonia communities in the ST list of Bihar. Further, the Government of Bihar sent a separate proposal for inclusion of “Nonia ” community as a synonym of “ Kharia ” community at Sl. No. 16 in the Scheduled Tribe list of Bihar. The Government of Bihar alsosent a proposal for inclusion of ‘Gangota’ community in ST list of Bihar. There is no proposal in the Ministry for inclusion of Amat, Dhanuk, Kahar, Gorahi, Kyot/Kaivart and Turha communities in ST list of Bihar.
The Government of India on 15.6.1999, and further amended on 25.6.2002, has approved the modalities for deciding the claims for inclusion in, exclusion from and other modifications in the Orders specifying lists of Scheduled Tribes. According to these modalities, only those proposals which have been recommended and justified by the State Government/UT Administration concerned, can be processed further. Thereafter, it has to be concurred with by the Registrar General of India (RGI) and the National Commission for Scheduled Tribes (NCST) for consideration for amendment of legislation. All actions are taken as per these approved modalities.
