Question : Implementation of PMKSY

(a) whether the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) is being implemented in various States of the country and if so, the details of its components along with the achievements made under the scheme since its inception, State-wise;

(b) the details of the facilities provided by the Government under the PMKSY to States;

(c) the details of the funds allocated under Pradhan Mantri Krishi Sinchayee Yojana;

(d) whether there is any reduction in funds for agricultural equipment under the said yojana, if so, the details thereof and if not, the reasons therefor;

(e) the number of proposals received by the Government from the State Governments under the said scheme and the present status of these proposals;

(f) whether all types of micro, medium and big level irrigation schemes have been included under the PMKSY and if so, the details thereof; and

(g) the other steps taken by the Government to link more and more areas with irrigation facilities?

(a) to (d): The Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) was launched during the year 2015-16. The scheme is being implemented in various States of the country. The details of the components of PMKSY is as under:

i. Accelerated Irrigation Benefit Programme (AIBP): To focus on faster completion of ongoing Major and Medium Irrigation projects including National Projects, implemented by Ministry of Jal Shakti.

ii. PMKSY-Har Khet Ko Pani (HKKP): Source augmentation, distribution, ground water development, lift irrigation, diversion of water from water plenty to water scarce areas, repair, restoration, renovation of traditional water bodies. Implemented by Ministry Jal Shakti.

State wise funds released and achievements made under AIBP and HKKP [Command Area Development (CAD), Surface Minor Irrigation (SMI) & Repair, Renovation and Restoration of Water Bodies (RRR)] are given at Annexure I and II.

iii. PMKSY-Watershed Development (WDC): Focuses on development of rainfed portions of the net cultivated area and culturable wastelands. Activities include ridge area treatment, drainage line treatment, soil and moisture conservation, rain water harvesting, nursery raising, afforestation, horticulture, pasture development, livelihood for asset less persons, etc. Implemented by Department of Land Resources. State wise funds released and achievements are given at Annexure III and IV.

iv. PMKSY-Per Drop More Crop (PDMC): Focuses on enhancing water use efficiency at farm level through Micro Irrigation technologies viz. Drip and Sprinkler Irrigation. Implemented by Department of Agriculture, Cooperation & Farmers Welfare. State wise funds released and achievements are given at Annexure V and VI.

There is no reduction of funds for implementation of the scheme since its inception.

(e) & (f): Micro, medium and big irrigation projects have been included under the PMKSY. During 2016-17, ninety-nine (99) on-going Major/Medium irrigation projects under PMKSY- (AIBP), having ultimate irrigation potential of 76.03 lakh ha have been prioritized in consultation with States, for completion in phases up to December, 2019 along with their Command Area Development & Water Management (CADWM) works. Out of these 99 prioritized projects, AIBP works of 34 prioritized projects have been reported to be completed/almost completed. Cumulative Irrigation Potential of about 54.45 LHA has been created through these 99 prioritized projects as on 31.03.2018.

(g): The other steps taken by the Government to bring more area under irrigation facilities are as under:

• A Special Package for completion of Irrigation Projects to address agrarian distress in Vidarbha, Marathwada and other chronically drought prone areas of rest of Maharashtra has been approved during 2018-19.

• Relining of Rajasthan Feeder and Sirhind Feeder Project to help in addressing the problem of water-logging in Muktsar, Faridkot and Ferozpur districts in South-West Punjab.

• Shahpurkandi Dam (National Project) on River Ravi in Punjab State has been approved on 06.12.2018

• Polavaram National Project (PIP): A multi-purpose irrigation project on the river Godavari in Andhra Pradesh State which has been declared as a National Project as per Section 90 of AP Reorganisation Act, 2014.
