Question : CENTRALLY ASSISTED IRRIGATION PROJECTS



(a)Whether about 150 centrally assisted ongoing irrigation projects are lying incomplete despite being in the priority list of the Union Government;

(b) If so, the details thereof, State-wise;

(c) The details of the expenditure incurred thereon so far, State-wise;

(d) Whether 29 of those projects brought in the ambit of fast track projects in 2002 have not been competed so far;

(e) If so, the reasons therefor; and

(f) The steps taken by the Government to ensure completion of these projects expeditiously?

(a) to (c) The details of 200 major/medium irrigation projects which have received Central Loan Assistance/grant under Accelerated Irrigation Benefits Programme since 1996- 97 upto 2005-06 are as under:

The State-wise and project-wise details of Central Loan Assistance / grant released and expenditure incurred under AIBP for normal and fast track projects are given in the Annexure-I.

(d)Out of 42 fast track projects / project components, 12 have been completed on schedule and 4 have been completed with delay of one to two years. Out of the remaining 26 ongoing projects/ project components, 13 are on schedule and 13 are likely to be delayed by one to three years. The details are given in Annexure-II.

(e)Irrigation is a State subject and the planning, execution, funding, operation and maintenance of irritation projects are primarily the responsibility of the State Governments based on their priorities. The important reasons for delay in completion of the projects are inadequate provisions of funds in State Budget, delay in transfer of funds to the executing agencies and delay in land acquisition along the Canals.

(f)The revised guidelines of the programme specify that the Central Assistance provided along with the State share must be transferred to the project authorities within 15 days and the State should ensure adequate budget provision. The general monitoring of the projects has been strengthened.
