Question : AGRARIAN CRISIS



(a) whether the Union Government has identified several regions in various States/ UTs facing agrarian crisis;

(b) if so, the details thereof;

(c) whether the Union Government has deputed Central teams to assess the agrarian crisis in Vidharba, Saurashtra, Bundelkhand and other areas of the country;

(d) if so, the findings thereof; and

(e) the corrective measures taken/ proposed to be taken by the Government to resolve the agrarian crisis?

MINISTER OF STATE IN THE MINISTRY OF AGRICULTURE, FOOD PROCESSING INDUSTRIES AND PARLIAMENTARY AFFAIRS (SHRI HARISH RAWAT)

(a) to (d): Sixteen districts in Andhra Pradesh, six districts each in Maharashtra and Karnataka and three districts in Kerala were identified for inclusion in Rehabilitation Package, which was announced by Government in 2006, initially for three years, to mitigate agrarian distress. Period of implementation of Rehabilitation Package ended on September 30, 2011. Seven districts of Uttar Pradesh and six districts of Madhya Pradesh are included in the Bundelkhand Special Package.

An Inter Ministerial Central Team was constituted in December, 2008 for suggesting Drought Mitigation Strategies in Bundelkhand Region of Uttar Pradesh and Madhya Pradesh. Based on the report of the Central Team, Government of India announced a Special Package for Bundelkhand region in November, 2009 for a period of three years starting 2009-10 with a budgetary allocation of Rs.7266 crore. Subsequently, Additional Central Assistance of Rs.200 crore was approved for Rural Drinking Water Supply in Bundelkhand region. The Package is being implemented by U.P. and M.P. An Inter Ministerial Central Team has been constituted for suggesting long-term solution of water crisis in 7 districts of Maharashtra for drought mitigation.

(e): Government has taken several measures to revitalize agriculture sector and improve condition of farmers on sustainable basis by increasing investment, improving farm practices, rural infrastructure and delivery of credit, technology and other inputs, extension, marketing etc. under various programmes/schemes viz., Rashtriya Krishi Vikas Yojana, National Food Security Mission, National Horticulture Mission, National Mission on Micro Irrigation, Integrated Scheme of Oilseeds, Pulses, Oilpalm & Maize, Macro Management of Agriculture, Technology Mission on Cotton, National Bamboo Mission, Integrated development of 60,000 pulses villages in rain-fed areas, extending Green Revolution to Eastern India, National Project on Management of Soil Health & Fertility, Support to State Extension Programmes for Extension Reforms etc. Government is focusing on expansion of farm income, creation of non-farm income opportunities, improvement in productivity of rainfed agriculture, increasing coverage of farming areas under protective irrigation and forging appropriate backward and forward linkages.
