Question : Cashless Treatment in CGHS Empanelled Hospitals

(a) whether a number of private hospitals empanelled under the Ex-servicemen Contributory Health Scheme (ECHS) are going to stop providing cashless services to beneficiaries of the healthcare programme due to accumulation of their dues and delays in payment thereof by the Government;
(b) if so, the details thereof indicating actual amount of such dues along with the reasons for delaying the payments;
(c) whether the Government has also received request from Indian Medical Association for clearance of such dues and if so, the details thereof; and
(d) the steps being taken by the Government to address this issue in a time bound manner to avoid inconvenience to the ECHS beneficiaries?

(a) to (d): Request for payment of pending bills were received from hospitals and also Indian Medical Association. However, empanelled hospitals are extending treatment to ECHS members as per the terms and conditions of the Memorandum of Agreement signed by them with ECHS. An additional amount of Rs. 1591 Crores has been allotted to ECHS in the current Financial Year. Pending bills of empanelled hospitals are being cleared. The pendency position as on 20.02.2020 is as follows:
Bills approved for payment - Rs.499 Crores
Bills under process – Rs. 1246 Crores
