(a)to( b) Yes, Madam. The National Green Tribunal (NGT) by its order dated 31st January, 2013 has directed the State of Uttar Pradesh, Delhi Deve- lopment Authority (DDA), Government of Delhi and East Delhi Municipal Corporation (EDMC) & others to remove debris from the river bank of Yamuna, falling into their jurisdiction. As per the above order, a Committee headed by Secretary, Ministry of Environment,
Forest & Climate Change was also constituted by NGT to oversee the implementation of its direc- tions. About 2,27,845 Metric Ton debris has been removed from the banks of River Yamuna by EDMC, Delhi Metro Rail Corporation (DMRC), Irrigation Department of Uttar Pradesh and Government of Delhi.
To stop indiscriminate dumping of debris and construction waste, NGT in its final judgment on 13th January, 2015 has prohibited any person, authority, corporation and/or by whatever name or designation from dumping any kind of const- ruction debris, municipal or any other waste on the floodplain/river bed or river Yamuna and its associated water bodies. The violator of this direction shall have to pay Rs. 50,000 on the ‘polluter pays’ principle. In the same order and on the same ‘polluter pays principle’ NGT has prohibited any person from throwing pooja material or any other material like, food-grain, oil, etc into river Yamuna, except on the desi- gnated site and the violators of this directions shall have to pay a compensation of Rs. 5000.
