Question : ENERGY EFFICIENCY IN CONSTRUCTION OF BUILDINGS



(a) whether the Government has formulated/proposes to formulate any scheme/programme to promote energy efficiency in the construction of buildings;

(b) if so, the details thereof, including the details of incentives provided and the number of buildings constructed adhering to the standards in this regard during the last three years and the current year;

(c) if not, the reasons therefor; and

(d) whether there is any proposal to make it mandatory for all the Government buildings to generate power with solar energy and if so, the details thereof?

(a): Yes, Madam.

(b)&(c): The Ministry of New & Renewable Energy is implementing a programme on ‘Energy Efficient Solar/Green Buildings’ which aims to promote the construction of energy efficient solar/green buildings including green building rating systems and renewable energy applications in buildings. Under this programme the Ministry is providing incentives for promotional activities, awards to urban local bodies & green buildings having maximum RE installations, incentives to Architects/Design consultants and other related activities. Further, the Bureau of Energy Efficiency (BEE) has also developed Energy Conservation Building Code (ECBC) for ensuring energy efficiency for new commercial buildings with a minimum 100 kilowatt connected load. So far, the Ministry has provided support towards the rating fees for 97 nos. of Government buildings for adopting GRIHA Rating system.

(d): The Ministry is encouraging generation of solar power on roofs of Government buildings. However, there is no proposal to make it mandatory.
