Question : Unemployment Rate Among People Having School-Higher Education

(a) the unemployment rate among people having completed school education between 2014 and 2019, year, rural-urban and gender-wise;

(b) the unemployment rate among people having completed college education between 2014 and 2019 year, rural-urban and gender-wise;

(c) the number of students pursuing higher education in India as on 1 January 2020, stream-wise and the number of jobs available as on that date, stream-wise;

(d) whether there is any discrepancy in the number of students and the number of jobs available in any particular stream and if so, the details thereof; and

(e) thedetails of incentives being given by the Government to skilled workers, sector-wise?

STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (E) OF LOK SABHA STARRED QUESTION NO. *411 DUE FOR REPLY ON 23-03-2020 BY SHRI KUMBAKUDI SUDHAKARAN REGARDING UNEMPLOYMENT RATE AMONG PEOPLE HAVING SCHOOL/HIGHER EDUCATION

(a) & (b): The quinquennial labour force surveys on employment and unemployment were conducted by National Statistical Office (NSO), Ministry of Statistics and Programme Implementation. The last such survey was conducted during 2011-12. Now, NSO has switched to the annual Periodic Labour Force Survey (PLFS) which was conducted during 2017-18. The estimated unemployment rate on usual status (principal status + subsidiary status) basis for the persons of age 15 years and above with different educational attainments is given below:

(c) & (d): As per the All India survey on Higher Education conducted by Ministry of Human Resource Development during 2018-19, the details of enrolment of students in higher education in major disciplines/subjects is given at Annexure. The information regarding stream-wise jobs available is not maintained centrally.
Government has implemented the National Career Service (NSC) Project which comprises a digital portal that provides a nation-wide online platform for the job seekers and employers for job-matching in a dynamic, efficient and responsive manner and has a repository of career content for job seekers. These services are available online on the National Career Service Portal (www.ncs.gov.in).

(e): Ministry of Skill Development and Entrepreneurship is implementing Pradhan Mantri Kaushal VikasYojana (PMKVY) 2016-20 with an objective to provide skilling to one crore people under Short Term Training (STT) and Recognition of Prior Learning (RPL) across the country for four years i.e. 2016-2020 with an outlay of Rs.12000 crore. Under this scheme, post placement support of Rs. 1500/- per month per trainee is applicable for special groups including women for 2 or 3 month post training depending on placement within or outside the district of the domicile of the candidate. Sector wise details are not maintained centrally.
Besides, Schemes such as the National Apprenticeship Promotion Scheme (NAPS) wherein Government reimburses 25 percent of the stipend payable to apprentices also enhances employability of the youth to access employment.
