Question : EXPORT OF RICE



(a) the quantity and value of Basmati and non-Basmati rice exported by India during past two years and to which countries;

(b) the net earnings made from said exports;

(c) the EU tariff concession given for superior quality Indian Basmati rice during the said period;

(d) the efforts being made to boost the export drive and to avail better EU tariff; and

(e) the quantum of rice proposed to be exported during 2002-03?

(a) & (b) The total quantity and value of Basmati and Non-basmati rice exported during the last two years is as under:-

The major countries for export of basmati rice are Saudi Arab, U.K., Kuwait, U.S.A., U.A.E., France etc. The major countries for export of non-basmati rice are Bangladesh, Saudi Arab, South Africa, U.A.E., Nepal etc.

The data on net earnings is not maintained.

(c) A duty derogation of 250 ECU per MT is being provided by the European Union on import of husked (brown) basmati rice falling under CN Code Nos. 10062017 and 10062098

(d) Some steps taken to boost the export of rice include publicity campaigns, sending delegations abroad, participating in International trade fairs, inviting potential buyers and providing financial assistance to exporters for improving quality, packaging, brand promotion of products and for conducting market surveys. Under the extent EU regime, Indian Basmati rice attracts the least tariff.


(e) It is not possible to estimate the likely quantum of rice exports during 2002-03, as the exports of rice would depend upon international demand and supply position, domestic demand and supply position, international and domestic prices, consumer preference and varieties traded.
