Question : Demand of Fertilizers in Maharashtra

(a) the details with regard to demand of fertilizers made by farmers of Maharashtra and supply thereof during each of the last three years;

(b) the details of urea/fertilizers allocated to Maharashtra during the current year, district-wise;

(c) whether the demand for urea has not been met as per the requirement during the last few years particularly in the year 2020 and 2022 and if so, the reasons therefor;

(d) the steps taken by the Government to ensure timely availability of urea and other fertilizers to farmers; and

(e) whether the Government is contemplating to set up new fertilizer units for all production of urea and other fertilizers in different States including Maharashtra and if so, the details thereof?

(a): The demand and supply of fertilizer during the last three years in the state of Maharashtra is as per Annexure-A.

(b): The detail of Urea allocated to Maharashtra during the current year, district-wise is as per Annexure-B.

(c) & (d) No sir. Urea availability in the State of Maharashtra from FY 2019-20 to 2021-22 has remained comfortable.
The following steps are taken by the Government every season including in the State of Maharashtra to meet the adequate and timely requirement of fertilizers in all the States:

i. Before the commencement of each cropping season, Department of Agriculture and Farmers Welfare (DA&FW), in consultation with all the State Governments, assesses the state-wise & month-wise requirement of fertilizers.

ii. On the basis of requirement projected, Department of Fertilizers allocates sufficient/ adequate quantities of fertilizers to States by issuing monthly supply plan and continuously monitors the availability.

iii. The movement of all major subsidized fertilizers is monitored throughout the country by an on-line web based monitoring system called integrated Fertilizer Monitoring System (iFMS);

iv. The State Governments are regularly advised to coordinate with manufacturers and importers of fertilizers for streamlining the supplies through timely placement of indents for railway rakes through their state institutional agencies like Markfed etc.

v. Regular Weekly Video Conference is conducted jointly by DA&FW and DoF with State Agriculture Officials and corrective actions are taken to dispatch fertilizer as indicated by the State Governments.

vi. The gap between demand (requirement) and production for Urea & other fertilizer is met through imports. The import for the season is also finalised well in advance to ensure timely availability.

(e): Government of India has no plan to set up Urea plant in Maharashtra. However, Government has mandated the revival of Ramagundam (Telangana), Gorakhpur (UP), Sindri (Jharkhand) and Talcher (Odisha) units of Fertilizer Corporation of India (FCIL) and Barauni (Bihar) Unit of Hindustan Fertilizer Corporation Ltd (HFCL) through Joint Venture Company (JVC) of nominated PSUs by setting up new ammonia-urea plants of 12.7 LMTPA capacity each. Ramagundam and Gorakhpur plant have already been commissioned.

Further, Cabinet in its meeting held on 21.05.2015 inter-alia approved setting up of New urea plant of 8.646 LMTPA capacity in the existing premises of BVFCL, Assam which has been notified by Department of Fertilizers vide OM dated 12.06.2015.
