Question : NON ADMISSION OF POOR STUDENTS



(a) the number of complaints received by the State Commission for Protection of Child Right (SCPCR) and National Commission for Protection of Child Right (NCPCR) related to the Right of Children to Free and Compulsory Education (RTE) Act, 2009 over the past one year along with the action taken thereon, State-wise;

(b) whether the Government is considering to set up monitoring committees and to include public representatives in these committees to address the complaints regarding non-admission of poor students of SC, ST, OBC family in Private schools; and

(c) if so, the details thereof?

(a) : The State/UTs wise details of complaints, received by the National Commission for Protection of Child Rights (NCPCR)/State Commissions for Protection of Child Right (SCPCR) and cases on which action has been completed, relating to the Right of Children to Free and Compulsory Education (RTE) Act, 2009 during 01.04.2014 to 20.02. 2015 are given at Annexure.

(b) & (c) : This Ministry has issued Guidelines under Section 35(1) of the RTE Act, 2009 for implementation of the provisions for admission of children in schools U/s 12(1)(c). 28 States/ UTs have since issued notifications for admission of children in private schools. States/UTs have also set up Grievance Redressal Mechanisms as mandated under section 32 of the RTE Act, 2009 to look into complaints regarding grievances relating to child rights.
